The WCC is no longer fulfilling its own vision, which is “to strengthen and enhance our ability to gather and convey the wisdom and influence of Wisconsin citizens in the formation of natural resource policy, research, education, and conservation.”
The WCC is an institution that must change, and we will make that change happen.
Reigniting the campaign to implement the WCCRB, recruiting WCC candidates, targeting those who do not support our objectives, and informing the public about the WCC and how they can get involved in shaping its decisions will help us reform this once magnificent Wisconsin entity so it may recapture its former glory.
For the sake of the next generation, who will either inherit the abundance of natural resources that our state is blessed with or will have to deal with the profoundly negative consequences of squandered resources and mismanagement, we must change the WCC.

Wisconsin Conservation Congress Reform Bill (WCCRB)
Section 1: Wisconsin Conservation Congress Reform Bill
Section 2: The purpose is to restructure the Wisconsin Conservation Congress and its practices, to better align it with its own mission statement. The WCCRB will create a more democratic and fully representative Wisconsin Conservation Congress. The changes mentioned herein are necessary due to the Wisconsin Conservation Congress repeatedly incorporating internal procedural changes that do not align with its organizational mission statement and the intentions for the organizational enclosed in its original legislative mandate.
Section 3: The Wisconsin Conservation Congress will eliminate its standing committee powers of screening, minimizing and eliminating Spring Hearing Citizen Resolutions and will replace these powers with Committee right only to create Wisconsin Conservation Congress Committee Spring Hearing Resolutions. All Spring Hearing Citizens Resolutions, if passed by a majority of county voters statewide, will be forwarded to the State Natural Resources Board by the Wisconsin Conservation Congress as official recommendations with no changes added by the Wisconsin Conservation Congress Committees or District Leadership Council. Additionally upon passage of the WCCRB, the Wisconsin Conservation Congress District Leadership Council shall be banned from eliminating any majority passed Spring Hearing Citizen Resolutions from the Wisconsin Conservation Congress recommendations to the State Natural Resources Board. Any violations of these changes by the Wisconsin Conservation Congress shall result in all operating funds being eliminated from the Department of Natural Resources for the Wisconsin Conservation Congress and its operations.
Section 4: The Wisconsin Conservation Congress District Leadership Council shall be comprised of 2 delegates from each District within the Wisconsin Conservation Congress, The Wisconsin Conservation Congress shall redraw District borders to allow for equal representation by state population levels by state regions. The Wisconsin Conservation Congress will give Milwaukee County its District status back. Any failure to follow these changes shall result in all operating funds being eliminated from the Department of Natural Resources for the Wisconsin Conservation Congress and its operations.
Section 5: The Wisconsin Conservation Congress will allow online voting for Delegate Elections at the Wisconsin Conservation Congress Spring Hearing each year. Delegates running for election must be nominated and announced no later than 14 days prior to the start of the Spring Hearing each year.
Section 6: The Wisconsin Conservation Congress will appear before the Wisconsin State Legislature standing committees in charge of Wisconsin Department of Natural Resources oversight to show evidence of following this Bill here referenced.
